What is a Pre-publication Consultation?
A Pre-publication Consultation (PPC) is the first stage in the consultation process for considering significant changes to school provision. Consultees include those who may be affected by a proposal, for example parents and guardians, school staff, governors and pupils. A PCC provides an opportunity for consultees to review information, understand the issues involved and share their views with CCMS before any decision is made on whether to proceed with a proposal.
The purpose of a PPC is to ensure stakeholders are informed about the challenges, opportunities and potential options being considered for educational provision in an area.
During the consultation period, relevant documents and supporting information will be made available to help stakeholders understand the background to the proposal and the evidence informing it. Consultees are encouraged to submit comments, questions, concerns or alternative proposals for consideration.
No final decision has been taken at the PPC stage. CCMS will carefully consider all responses received, together with any new information provided through the consultation process. Feedback may influence the proposal or identify alternative options that meet relevant policy requirements and the educational needs of children and young people.
Following consideration of all consultation responses, CCMS will decide whether to proceed with a formal proposal for change (a Development Proposal), amend the proposal, or take no further action. Any formal Development Proposal is subject to further statutory consultation and consideration by the Department of Education before a final decision is made by the Minister of Education.
